1) Not regardless of context, no. But, something like destroying humankind would be "unacceptable." Inflicting meaningless suffering, wanton killing. The thought's abhorrent.

2) In my first example? No -- nothing that renders it acceptable. Otherwise, it would be a matter of thinking long-term, balancing the scales in terms of what must be done versus what there is to gain.

3) Typically, per the laws of my Kingdom, it would be either a fine, prison, or execution.

2) Perhaps that was an ill-chosen word. But... the infliction of suffering, without purpose behind it. For example, punishing another for a crime tends to be purposeful.

2) Thank you, I would like to think so.

3) Whether or not all subjects of the Kingdom agree is, regrettably, inconsequential... However, I do think hastily executing individuals for their crimes to be wasteful. Criminals or not, they often still have potential.

1) At the risk of sounding redundant, something like saving lives, protection, progress. Unfortunately, with the context of the question, this would necessarily come at the cost of another's happiness -- perhaps difficult to avoid, if you are to put your own kind first.
